What the property owner should do for residence in renting housing to foreigners.

Regarding the residence flat we rented last week, our tenant was a foreigner and came to Turkey for the first time.
In order to obtain a residence, permit in Turkey, some procedures were required, the owner of the property also had to provide support.
Our tenant went to the Notary with his passport. His passport was translated into Turkish. A temporary tax number has been obtained from the online system.
The Notary has signed a new lease, separate from the lease that was previously signed with the landlord. It was to avoid fake leases.
The contract prepared by the notary was verbally expressed to the tenant by the translator.
The owner of the property who was present then signed the relevant contract.
After that, the landlord's job is done.
In the next step, the tenant went to the Directorate of Migration Management in Kumkapı, Istanbul on his own and made the necessary declarations there.
It was said that in order for the tenant to take over the electricity subscription, they must first take the water or natural gas subscription. (needs confirmation)
